نبذة مختصرة : Main objectives of the PLATINA4Action project are to evaluate the NAIADES III actions (2021-2027)and to give policy recommendations for the successor of NAIADES III. In order to support this evaluation, there is a need for structured quantitative assessments. The PLATINA4Action project, therefore contains a specific work package dedicated to the development of a ‘Digital Twin’ for EU policy evaluation in IWT. This report provides an important building block for the digital twin for policy evaluation in Inland Waterway Transport and shows the work done during the first six months in the project for this work package and task. The tasks aimed at providing the basis for the scenarios as input for the model, and defining the main key performance indicators (KPIs) and deriving goals and targets from policy documents such as EU Green Deal, Sustainable and Smart Mobility Strategy and NAIADES III. The following subtasks have been distinguished: - T.2.1.1: Defining the main KPIs to capture the impact of the NAIADES III actions - T.2.1.2: Defining the baseline scenario (i.e. Plausible scenarios for baseline development) - T.2.1.3: Defining the policy target scenario (i.e. European policy objectives and targets) The KPIs defined under T.2.1.1 will be used to evaluate the impact of the NAIADES III measures so far and in plausible scenarios where the baseline development is compared to the situation without the NAIADES measures. Instead of presenting a single baseline scenario T.2.1.2 develops three plausible scenarios that relate to different futures regarding the European population and GDP growth and geopolitical developments and international trade relations. The expected outcome of the scenarios with and without NAIADES III measures will be compared to the prevailing European policy objectives and targets, which are specified under T.2.1.3.
