Gestão pública e a garantia de direitos da criança e do adolescente ; Public management and guarantee rights of child and adolescent

Artigo (especialização) - Universidade Federal de Santa Maria, Centro de Ciências Sociais e Humanas, Curso de Especialização em Gestão Pública, EaD, RS, 2016. ; The Statute of Children and Adolescents (ECA) provides for the full protection of this public, establishing that it is the duty of the state, the family and civil society to guarantee such rights. The role of different actors in society is necessary for the law to be fulfilled in its entirety and yet reality shows us that there are cases in which children and young people have their denied or violated rights. For this reason, this research has the objective to analyze the rights of children and adolescents guarantee, through the public manager performance. The research subjects were 4 managers in the city of Itajaí, located on the northern coast of the state of SC. The collection was carried out by conducting informal and semi-structured interviews and the analysis of data built by using content analysis (qualitative). As a result obtained it is clear that managers have significant importance regarding the guarantee of rights in childhood and adolescence. His performance despite the challenges of resource scarcity and little intersectoral communication, gives opportunity to the public to guarantee the health, education, leisure and social and community life. Finally, the perspective is to expand the dialogue on the issue of full protection in childhood and adolescence, so that the actions are more effective and promote the involvement of other sectors and actors. ; O Estatuto da Criança e do Adolescente (ECA) prevê a proteção integral desse público, instituindo que é dever do Estado, da família e sociedade civil organizada garantir tais direitos.
