      In this paper we propose random coding bounds as a tool to analyze concatenated codes constructed from convolutional inner and Reed{Solomon outer codes. Using theses bounds we are able to construct hierarchically concatenated codes with nearly equal error protection. These codes can provide a signicantly higher power eciency than a conventional design.
