International audience ; This communication offers a reflection on the political construction of visible yet undecidable policy solutions, a topic still largely overlooked in the public policy literature. Drawing on the case of free public transport in France, I examine a public policy community and conduct a processual analysis of the measure’s trajectory in Paris and the Île-de-France region. This community plays a central role, through its expertise and legitimacy, in constructing the impossibility of free transport. At the local level, it effectively locks up the decision-making process. I propose a definition of impossibility based on the articulation of three components — undesirability, unfeasibility, and unacceptability — and highlight the structuring power of the impossible in the making of public policy. ; Cette communication investit une réflexion sur la construction politique de solutions visibles mais rendues indécidables, un objet encore peu exploré dans la littérature sur les politiques publiques. Nous appuyant sur le cas de la gratuité des transports en commun en France, nous étudions une communauté de politiques publiques et analysons processuellement la trajectoire de la mesure à Paris et en Île-de-France. Cette communauté occupe un rôle central, par son expertise et sa légitimité, dans la construction de l’impossibilité de la gratuité des transports. À l’échelle locale, elle verrouille la décision. Nous proposons une définition de l’impossibilité articulant trois composantes — indésirabilité, infaisabilité et inacceptabilité — et soulignons le pouvoir structurant de l’impossible dans la fabrique des politiques publiques.
