نبذة مختصرة : Letter in which the journalist “X” greets the Director of the EL UNIVERSAL and sends him an article titled “A New Doctrine”, with the goal of getting it published. The letter and the article have a note indicating that this is a copy taken from a record found in file 103-A-30 of the Personal Secretariat of the Presidency. The article analyzes the scope of the Russian-German Treaty, such as its postulation for not paying compensations for the war. The treaty affirms that each nation should govern itself as it sees fit, without foreigners being able to make claims for damages to their interests caused by legislation in the country in which the damage occurred. Finally, it addresses the immediate and delayed consequences for Europe and America due to the treaty. Subsequently, the journalist “X” sends another letter and an extension to his article, also to be published, in which he breaks the news of the latest events at the Conferences of Genova. / Carta en la que el periodista "X" saluda al Director de EL UNIVERSAL y le envía artículo titulado "Una Nueva Doctrina" a fin de que sea publicado. La carta y el artículo tienen una nota informando que es copia tomada de la minuta que obra en el expediente 103-A-30 de la Secretaría Particular de la Presidencia. El artículo analiza el alcance del Tratado Ruso-Alemán; sus postulados de no pagar indemnizaciones por la guerra y de que cada pueblo se rija conforme le convenga, sin que los extranjeros puedan reclamar por daños a sus intereses causados por la legislación del país donde se expidan y las consecuencias inmediatas y mediatas para Europa y América del mencionado tratado. Posteriormente, el periodista "X" envía otra carta y una ampliación a su artículo, también para ser publicada en la que informa de las últimas novedades en las Conferencias de Génova.
