Collegiate action as a strategy for the democratization of education management ; Ação colegiada como estratégia de democratização da gestão educacional

This text systematizes part of a research project on the role of the school board in the democratization of education management in Recife. The study addresses the dimensions and contradictions of the materialization of democratic management on the basis of utterancesby school managers and school board members. The theoretical framework consists of the key concepts that constitute the discourse of democratic education management. The categorization of data is developed through Discourse Analysis, examining different views on the experience of decentralizing decisions within the school and also in the larger space of the Education Systemof Recife. The conclusions emphasize that the participants in the school play a conspicuous role in the execution of tasks in terms of school management, but are not so present at moments of decision-making and planning of educational policies for the municipality. Given this finding, the article proposes mechanisms for dialogue within the system, with a view to implementing the principle of decentralization in the definition of the Municipal Education Policy.Key words: management of municipal education, school board, educational policy, democratization. ; Este texto sistematiza parte de pesquisa sobre o papel do Conselho Escolar na democratização da gestão educacional do Recife. O estudo tematiza dimensões e contradições da materialização da gestão democrática, a partir do exame do discurso dos gestores e dos conselheiros escolares. O aporte teórico toma por base os principais conceitos que constituem o discurso da gestão educacional democrática. A categorização dos dados é desenvolvida por meio da Análise de Discurso, examinando-se diferentes pontos de vista sobre a experiência da descentralização de decisões no interior da escola, e também no espaço ampliado do Sistema de Educação do Recife.
