      In this article the author discusses an aspect of school administration and management. At issue is the use of the "cost-recovery" model, in which a school district tries to anticipate the need for services by matching the supply and demand for such services. The author states that while this service may provide flexibility in cost allocation it leads to unanticipated consequences and few advantages.
