      This article discusses some of the basic principles of performance evaluation, concentrating specifically on their application in the evaluation of school principals. It is based on the efforts of a large urban school district to develop an evaluation system for principals which would serve both formative and summative evaluation purposes. It presents both a substantial review of the professional literature and practical considerations for the implementation of the following basic principles of administrative evaluation in schools: self-evaluation plus evaluation by outsiders; consideration of process and products of several people; examination of input, process, and output; assessment of common objectives and unique objectives; a continuous and cyclical process; monitoring of the evaluation system to determine its effectiveness; and providing for the subsystem to be interrelated with other subsystems in the school.
