The article points out that while the amount being spent by the U.S. government on education has been increasing drastically, the average scores of college-bound high school seniors on the Scholastic Aptitude Test have deteriorated since the 1960s. Eric A. Hanushek of the University of Rochester has indicated in the September 1986 issue of the "Journal of Economic Literature," that since 1960, the expenditures for education have been unrelated to school performance.
