A promulga??o da Constitui??o Brasileira promoveu diversas mudan?as no Brasil, dentre as quais se destacam a gest?o p?blica descentralizada que foi favorecida com a Carta Magna. No turismo, essa caracter?stica passou a fazer parte das diretrizes do processo de concep??o e implementa??o das a??es p?blicas para o segmento. Neste contexto, a popula??o local passou a ser entendida como um recurso de estimado valor no planejamento e estrutura??o de um destino tur?stico. O presente estudo tem como objetivo central analisar como a popula??o tem sido inserida na concep??o e implementa??o das a??es empreendidas pela gest?o p?blica de turismo em Parna?ba- PI. A metodologia empregada na an?lise consiste em abordagem qualitativa, sendo de natureza explorat?ria. Para tanto, foi desenvolvida al?m da pesquisa bibliogr?fica e documental, pesquisa de campo junto aos moradores de Parna?ba, superintendente, equipe da Superintend?ncia Municipal de Turismo e membros do Conselho Municipal de Turismo. Como aspectos conclusivos, o estudo aponta que n?o se pode afirmar que a popula??o local se insere efetivamente nas a??es p?blicas espec?ficas de turismo em Parna?ba. Tampouco se pode afirmar que h? compatibilidade entre o discurso oficial e a pr?tica. Percebe-se que a relev?ncia atribu?da ? popula??o local no contexto das pol?ticas p?blicas definidas para o turismo brasileiro n?o sofreu mudan?as significativas ao longo dos anos, apenas surgem no discurso oficial dando ?nfase ao papel destes e sua complementaridade na atividade tur?stica. Entende-se que as a??es em conjunto, auxiliaram a execu??o de diferentes a??es na localidade que se repercutiram junto ? popula??o local.
The promulgation of the Brazilian Constitution promoted several changes in Brazil, among them it?s highlighted the decentralized public management which was favored by the Magna Carta. In tourism, this characteristic became part of the guidelines of the conception and implementation process of public actions on this segment. In this context, the local population has come to be understood as a valuable resource in the planning and structuring of a tourism destination. The main objective of this present study is to analyze how the population has been inserted in the conception and implementation of the actions undertaken by the tourism public management in Parna?ba-PI. The methodology used in the analysis consists of a qualitative approach and an exploratory investigation. For that, besides the bibliographical and documentary research, it was developed a field research with the residents of Parna?ba, superintendent and the team of the Municipal Superintendence of Tourism. As conclusive aspects, the study points out that it cannot be affirmed that the local population is effectively inserted in the specific tourism public actions in Parna?ba. Neither be said that there is compatibility between official discourse. It is noticed that the relevance attributed to the local population in the context of the public policies defined for the Brazilian tourism hasn?t passed by significant changes over the years, only appears in the official discourse with emphasis to role of these and your complementarity in tourist activity. It is understood that the actions together, helped to carry out different actions in the location that reverberated on to the local population.
