Em virtude das r?pidas e crescentes transforma??es das cidades, as discuss?es acerca do urbano, especialmente no Brasil, a partir de 2009 com a difus?o dos programas da Pol?tica Nacional de Habita??o (PNH), t?m assumido destaque na agenda p?blica, bem como nos estudos cient?ficos. Inserida nesse contexto, a presente pesquisa investiga as Pol?ticas P?blicas Habitacionais no Brasil, mas particularmente sua implementa??o e desdobramentos em Cear? Mirim-RN no per?odo de 2009 a 2014. Assim, neste estudo pretende-se: i) discutir a PNH sob a perspectiva do Planejamento Territorial Urbano, atentando para a problem?tica do d?ficit habitacional no Brasil; ii) compreender a import?ncia da Pol?tica Nacional de Habita??o, especialmente como base em Programas recentes como o Programa Minha Casa Minha Vida; iii) problematizar e explicar a rela??o entre pol?tica social e economia de mercado, observando a participa??o dos atores e agentes que interagem nesse processo; iv) avaliar a efetividade e os resultados do programa Minha Casa Minha Vida na cidade de Cear? Mirim-RN no per?odo de 2009 a 2014. Considera-se ainda o urbano no contexto da Regi?o Metropolitana de Natal (RMN), no sentido de se interpretar a din?mica urbana, em seu aspecto habitacional, em curso na cidade de Cear? Mirim-RN. Assim, subsidiada pela revis?o de literatura, pela coleta de dados secund?rios e prim?rios, a pesquisa traz o debate sobre a quest?o do d?ficit habitacional, bem como investiga em que medida a pol?tica p?blica habitacional interfere no planejamento territorial urbano. Os resultados da investiga??o evidenciam que ocorre em Cear? Mirim-RN uma satura??o da ?rea urbana central, impulsionando a ocupa??o das ?reas perif?ricas da cidade, provocando uma not?ria periferiza??o. Essa din?mica por sua vez, denota baixa efetividade da PNH e, por conseguinte, requer do planejamento urbano uma maior preocupa??o com as car?ncias e vulnerabilidades sociais existentes em Cear? Mirim-RN, sobretudo, quando da implementa??o dessa pol?tica p?blica dada a sua relev?ncia.
Due to the increasing and rapid transformations of cities, discussions about urban, especially in Brazil, from 2009 with the dissemination programs of the National Housing Policy (NHP), have assumed prominence in the government plan, as well as in scientific studies. Inserted in this context, this research investigates the Public Housing Policies in Brazil, but particularly its implementation and developments in Cear? Mirim-RN in the period from 2009 to 2014. Thus, in this study it is intended: i) discuss the NHP in the urban planning perspective, paying attention to the problem of housing shortage in Brazil; ii) understand the importance of the National Housing Policy, especially based on recent programs as the Program Minha Casa, Minha Vida; iii) to discuss and to explain the relationship between social policy and the market economy, noting the participation of actors and agents that interact in this process; iv) evaluate the effectiveness and results of the Program Minha Casa, Minha Vida in the city of Cear? Mirim-RN in the period 2009 to 2014. The still considered urban in the context of the Regi?o Metropolitana de Natal (RMN), to interpret the dynamics urban in housing aspect, in the city of Cear? Mirim-RN. Thus, subsidized by the literature review, the secondary and primary data collection, the research brings the debate on the question of the housing shortage as well as investigates to what extent the Public Housing Policy interferes in the Urban Land Planning. The results of the investigation show that occurs in Cear? Mirim-RN a saturation of the central urban area, boosting the occupation of the peripheral regions of the city, causing a notorious spatial and social segregation. This process in turn denotes low effectiveness of NHP and therefore requires urban planning a greater concern with the social and needs vulnerabilities that exist in Cear? Mirim-RN, especially when implementing this public policy given its relevance.
