The present report constitutes the final report for the study on the “Impacts of EU Policy options for revision of the universal service provision”. This study supports the European Commission Directorate-General for Information Society and Media (DG INFSO). It aims in particular to assist the formulation of potential policy options and providing qualitative and quantitative assessment. The key issue of the study is whether universal service at the EU level is an appropriate tool to advance basic broadband development and if so, when and how it should be used, or whether this should be left to other EU policy instruments or national measures
