      This article presents a research whose objective was to critically analyze the expenses paid by the 13 municipal governments of the Baixada Fluminense in the context of the covid-19 pandemic, in 2020, with revenues from the minimum percentage linked to the maintenance and development of education. To this end, financial data were collected from reports of the rendering of accounts of the municipal governments sent to the Audit Court of the State of Rio de Janeiro, among other documents. Such data were systematized and analyzed in the light of current legislation to compose the tables that are presented in this research. The results showed that the municipal governments applied revenues from the minimum percentage linked to the MDE in illegal and inadequate expenses for a pandemic context. Moreover, the investments in non-attendance education were short of the needs that presented themselves and, therefore, the governments contributed to the deepening of educational inequalities so present in education, especially in regions with such latent inequalities as the Baixada Fluminense. ; Este artículo presenta una investigación cuyo objetivo fue analizar críticamente los gastos pagados por los 13 gobiernos municipales de la Baixada Fluminense en el contexto de la pandemia del COVID-19, en 2020, con los ingresos del porcentaje mínimo vinculado al mantenimiento y desarrollo de la educación. Para ello, se recogieron datos financieros de los informes de rendición de cuentas de los gobiernos municipales enviados al Tribunal de Cuentas del Estado de Río de Janeiro, entre otros documentos. Dichos datos fueron sistematizados y analizados a la luz de la legislación vigente para componer los cuadros que se presentan en esta investigación.
