The concentration of financial resources in the national program to strengthen family agriculture: the case of Maranhão from 2003

The main concepts that guide the debate on the agrarian question were rescued and how this program has promoted the sustainable rural development of the family farmers in the Territories studied. The theoretical foundation was based on the works of Ricardo Abramovay and especially Angela Kageyama. It also focuses on the issue of the distribution of financial resources to the State of Maranhão, analyzing its evolution in its modalities for the agricultural and livestock segment. The analysis of the evolution is made for the period from 2003 to 2015 through the data collected in the Central Bank of Brazil, in particular, the Statistical Yearbook of Rural Credit. The data surveyed indicate a strong dynamics of concentration of resources and number of contracts in some regions considered strategic. It was concluded that the option for family farming in the conduct of rural development policies in the country has favored the expansion of the capitalist logic in the Brazilian countryside. Este estudo trata da análise da agricultura familiar à luz do Programa Nacional de Fortalecimento da Agricultura Familiar - PRONAF a partir de suas limitações teóricas que fundamentam as ações desta política pública. Foram resgatadas as principais concepções que norteiam o debate sobre a questão agrária e como este programa tem promovido o desenvolvimento rural sustentável dos agricultores familiares nos Territórios estudados. O embasamento teórico sustentou-se nos trabalhos de Ricardo Abramovay e principalmente Ângela Kageyama. Foca, ainda, na questão da distribuição dos recursos financeiros do PRONAF para o Estado do Maranhão analisando a sua evolução nas suas modalidades para o segmento agrícola e pecuário. A análise da evolução é feita para o período de 2003 a 2015 através dos dados coletados no Banco Central do Brasil, em especial o Anuário Estatístico do Crédito Rural. Os dados pesquisados indicam uma dinâmica forte de concentração de recursos e número de contratos em algumas regiões tidas por estratégicas. Concluiu-se que, a opção pela agricultura familiar na condução das políticas de desenvolvimento rural no país, tem favorecido a expansão da lógica capitalista no campo brasileiro.
