نبذة مختصرة : A presente dissertação de Mestrado aborda o Poder Municipal no Funchal: do 25 de abril de 1974 às eleições autárquicas de dezembro de 1976. A Revolução do 25 de abril foi um ponto de viragem e de transformações políticas, restituindo aos portugueses a liberdade e a democracia, de acordo com o programa do Movimento das Forças Armadas. Este novo ciclo político determinou mudanças inevitáveis nas mais diversas áreas do poder, entre as quais destacamos o poder autárquico. Associadas a este ciclo, emergiram reivindicações, ao nível das condições de vida da população e da orgânica e funcionamento das instituições. Passados 43 anos sobre “a Revolução dos Cravos” e 41 anos das primeiras eleições autárquicas, entendemos ser fundamental o estudo deste tema, pelo marco importante que constituiu a nível do poder autárquico do arquipélago da Madeira. Analisamos o período compreendido entre a queda do “Estado Novo” e a tomada de posse da Comissão Administrativa da Câmara Municipal do Funchal, em 3 de outubro de 1974, presidida por Virgílio Pereira, até às eleições autárquicas de 1976. Com o presente estudo, verificamos que a Comissão Administrativa da Câmara Municipal do Funchal encetou uma outra dinâmica na gestão da autarquia, a partir de outubro de 1974, implementando uma política de proximidade junto dos munícipes e desenvolvendo um trabalho de grande relevo nas áreas sociais. Constatamos ainda que, durante a presidência de Virgílio Pereira, a Comissão Administrativa incentivou e promoveu o relacionamento entre a Câmara e os diversos órgãos de poder, nomeadamente, com o Governo Civil, a Junta de Planeamento da Madeira, o Governo Central, a Junta Governativa da Madeira e o primeiro Governo Regional saído das eleições de junho de 1976.
نبذة مختصرة : This Master's thesis deals with Municipal Power in Funchal: from April 25, 1974 to the local elections of December 1976. The Revolution of April 25 was not only a turning point, but it also meant political transformations, restoring the Portuguese freedom and democracy, according to the Movement of the Armed Forces programme. This new political cycle brought about inevitable changes in the most diverse areas of power, amongst which we highlight the autarchic power. Associated with this cycle, claims emerged, regarding the conditions of life of the population and the organization and functioning of institutions. Forty-three years after "the Carnation Revolution" and forty-one years after the first municipal elections, we believe it is fundamental to study this theme, for the important milestone it constituted at the level of the autarchic power of the Madeira archipelago. We have analyzed the period between the fall of the "Estado Novo" and the inauguration of the Administrative Commission of the City Hall of Funchal, on October 3, 1974, presided over by Virgílio Pereira, until the municipal elections of 1976. With the present study, we have verified that the Administrative Commission of the Funchal City Council started another dynamic in the management of the municipality, starting in October 1974, implementing a policy of proximity to the citizens and developing a major work in the social areas. We have also noticed that during the presidency of Virgílio Pereira the Administrative Commission encouraged and promoted the relationship between the Chamber and the various organs of power, namely, the Civil Government, the Madeira Planning Board, the Central Government, the Governing Board of Madeira and the first Regional Government that came out of the elections of June of 1976.
