L’Institut d’Urbanisme de Strasbourg, 1923-28. Un projet municipal et étatique audacieux, inachevé

Stadtbauliches Institut Strassburg, 1923-28 In den Jahren 1923-1928, hat die Stadt Strassburg sich bemüht, dank der gemeinsamen Anstrengungen des Gemeinderates und seines Bürgermeisters J. Peirotes, der Behörden und des Präfekten H. Borromée und des Generalrates des Unterelasses, sich mit einem originalen und auf Neuerungen sinnendes stàdtebauliches Institut auszus-tatten. Paradebeispiel war das Stàdtebauliche Institut der Pariser Universität, das 1924 von Professor... M. Poete, H. Sellier, Mitglied des Generalrates der Seine, Abgeordneter und Bürgermeister von Suresnes und durch den Präfekten von Paris, Delannay, gegründet worden war. Das Pariser Projekt war auf die kluge Idee begründet ein städtebauliches Hochschulwesen für die Bedürfnisse der Wissenschaft der Städte und die Berufsausbildung der städtischen, departe-mentalen und staatlichen Beamten zu gründen. Das gut ausgearbeitete und seiner Durchfiihrungs nahe Projekt war 1929 in Strassburg unvollendbar als der Gemeindevorstand in sozialistischer Mehrzahl das Rathaus verlor. Dieses vom Gemeindesozialismus geleitete Projekt bewàhrt gegenwärtig eine gewisse Zeitgemässheit und besitzt den Wert des Sinnund Vorbildes.
The town planning institute in Strasbourg (1923-1928) Between 1923 and 1928, Jacques Peirotes, a M.P. and mayor of Strasbourg, together with his team of socialists and radicals, conceived the idea of a town planning Institute. The joint efforts of the Borough Council and the Mayor, of Prefect Henri Borromée and the state, and of the Bas-Rhin County Council were to produce an original and innovating institution. Their model and reference was the Paris University town planning Institute created in 1924 by Professor Marcel Poete and by Henri Sellier, a socialist member of the Seine County Council, M.P. and mayor of Suresnes, and Delannay, the Prefect of Paris. The Paris Institute was founded on the idea of teaching town planning at university level to provide borough, county and state officers with a professional training in the sciences of cities. The Strasbourg project had been well prepared and was about to be carried out when the Socialists lost the mayoralty in 1929, and consequently could not be brought into being. At present, that socialist municipal project is still of interest and may still be thought of as a model and a symbol.
