      The San Rafael Swell is a large geologic feature located in south-central Utah about 30 miles (48 km) west of Green River, Utah. The San Rafael Swell, measuring approximately 75 by 40 miles lying entirely within Emery County and is adminstered by the U.S. Bureau of Land Management. Parts of it are protected as wilderness study areas. Sections of it are also managed by The Utah School and Institutional Trust Lands Administration. Goblin Valley State Park is on the southeastern edge of the San Rafael Swell. In 2002, Utah Governor Mike Leavitt proposed the creation of a San Rafael Swell National Monument but it has never been acted upon. Following the failure of Congress to pass the Public Lands Initiative (PLI) in 2016 Utah Representative and Utah Senator sponsored bills on May 9, 2018 to create a San Rafael Swell Western Heritage and Historic Mining National Conservation Area based on a proposal submitted by Emery County. It encompasses 336,467 acres in Emery County. This map created by the Emery County Public Lands Department was filed to accompany that federal legislation, the Emery County Public Land Management Act of 2018 (H.R 5727 and S.2809).
