This article aims to analyze the main changes undergone by Emater-PR from 1985 to 2004, and its strategies in the context of the recent changes in the State apparatus. For that, it focuses on the evolution of rural extension and on the profile of the public that is predominantly assisted by that institution. We analyzed the paths followed by rural extension in Parana andthe prospects provided for this institution after the implementation of some reforms within the State apparatus, in the mentioned period. Throughout the time, a new architecture in the official institutions, formerly turned to agriculture development, has started to reflect a process of redefining the role performed by Emater-PR. More than this, the emergence of new agents and organizations has been filling the void left by the State, in a tendency that has made those producers less capitalized and with lower competitive potential, on the margins of the new technical assistance system centered on the market. The current frailty of the official assistance institutions that work with these agriculturalists makes significant and challengingthe task of providing this segment with some better surviving alternatives in a more competitive market, so it can achieve better social conditions.
Este artigo tem como objetivo analisar as principais transformações ocorridas na Emater-PR, de 1985 a 2004, e suas estratégias no contexto das transformações recentes no aparelho do Estado. Para tanto, a atenção está voltada à evolução da extensão rural e ao perfil do públicopredominantemente assistido por aquela instituição. São analisados os rumos da extensão rural no Paraná e as perspectivas para a instituição após a implementação de reformas no aparelho do Estado, no período citado. Ao longo do tempo, uma nova arquitetura das instituições oficiais, outrora voltadas ao desenvolvimento da agricultura, passou a refletir o processo de redefinição do papel desempenhado pela Emater-PR. Mais ainda, a emergência de novos agentes e organizações vem preenchendo o vácuo deixado pelo Estado, numa tendência que tem deixado aqueles produtores menos capitalizados e de menor potencial competitivo à margem do novo sistema de assistência técnica centrado no mercado. A fragilidade atual das instituições oficiais ligadas ao trabalho de assistência a esse público de agricultores torna significativa edesafiadora a tarefa de contribuir para que o segmento encontre melhores alternativas de sobrevivência em um mercado mais competitivo e alcance melhores condições sociais.
