Conflitos socioambientais em áreas de preservação: o caso das comunidades tradicionais do Parque Nacional da Chapada Diamantina

O presente artigo discorre sobre os conflitos socioambientais decorrentes das sobreposições territoriais entre Unidades de Conservação de Proteção Integral e territórios tradicionalmente ocupados por populações nativas. Por meio de um estudo de caso sobre o Parque Nacional da Chapada Diamantina (PNCD), busca compreender a relação entre as vinte quatro comunidades localizadas no seu interior e a gestão do Parque, identificando as convergências, divergências, conflitos, negociações e formas de cooperação entre práticas de vida tradicionais e os objetivos de uma área de proteção ambiental. O principal dilema encontrado se refere à possibilidade ou não da existência de uma política conciliatória entre interesses sociais e ambientais no PNCD, procurando compreender a forma que essa política vem sendo operada e identificando as suas limitações e potencialidades.
This article discusses the social and environmental conflicts resulting from territorial overlaps between Conservation Units for Complete Protection and territories traditionally occupied by native populations. By way of a case study of the Chapada Diamantina National Park (PNCD), it seeks to understand the relationship between the twenty four communities located within it and the Park's management, identifying convergences, divergences, conflicts, negotiations and forms of cooperation between traditional life practices and the objectives of an area of environmental protection. The main dilemma is the possibility of a conciliatory policy between social and environmental interests in the Chapada Diamantina National Park, trying to understand the way in which this policy has been operated and identifying its limitations and potentialities.
