FINANCIAL INSTRUMENTS OF EXPANSION OF HUMAN DEVELOPMENT OPPORTUNITIES IN INFORMATION ECONOMY

Possibilities of human development, processes of system transformation of the social and labor sphere, change of content of labour and forms of its organization in the conditions of the Fourth industrial revolution are investigated. The question of use of financial instruments for expansion of human development opportunities in the conditions of distribution of information and communication technologies in its main measurements is investigated. In education these opportunities are connected first of all with broader application of fundraising in activity of HEIs now, the gradual translation as it is possible bigger quantity of activities of HEIs in online environment, expansion of practice of joint financing of projects and practice of use of the international payment service providers, development of cooperation between business and the universities, the fastest integration of domestic higher education institutions into the world market of educational services. In health sector – first of all with further development of insurance medicine, introduction of the E-Health system, improvement of quality of the public and private medical services. In the conditions of system changes in the social and labor sphere, introduction of unconditional basic income is the important instrument of financing of processes of reproduction of the human capital, ensuring the balanced social development for many generations of citizens of the progressive countries of the world.
