      The role of state financial policy in ensuring the balance of financial potential of agribusiness enterprises is determined. The external necessity in managing financial potential on the basis of effective state regulation and financial policy tools is substantiated. The modern aspects of the development of theoretical positions and methodical approaches to solving problems of forming the financial potential of domestic agro-industrial enterprises on the basis of favorable financial policy of the state are investigated. The necessity of developing an integrated mechanism for the formation and realization of the financial policy of the agro-industrial sector and its tools for providing it is proved. The stages of the formation and implementation of the mechanism of financial policy of agro enterprises for balancing their financial potential are presented, including: setting of the mission, goals and tasks of the functioning of agro-industrial enterprises in the context of the implementation of financial policy; Formation of a functional component of development of agro-industrial enterprises; Definition of sphere of distribution of financial relations in the process of formation of financial potential of agroindustrial enterprises; Choosing a financial policy to balance the financial potential of agribusiness enterprises; Choice of tools for implementation of financial policy; Realization of financial policy through implementation of state programs and support tools in order to support the financial potential of agribusinesses; Control over the implementation of financial policy. It is noted that the performance of the presented stages can be estimated on the basis of four blocks of indicators, which reflect the level of implementation of the planned indicators of agribusiness development and the influence of external factors on them.
      Визначено роль державної фінансової політики у забезпеченні збалансованості фінансового потенціалу агропідприємств. Обґрунтовано зовнішню потребу в управлінні фінансовим потенціалом на засадах ефективного державного регулювання та інструментарію фінансової політики. Досліджено сучасні аспекти розвитку теоретичних положень та методичних підходів до вирішення проблем формування фінансового потенціалу вітчизняних агропромислових підприємств на основі сприятливої фінансової політики держави. Доведена необхідність розроблення комплексного механізму формування і реалізації фінансової політики агропромислової галузі та інструментів його забезпечення. Представлено етапи формування і реалізації механізму фінансової політики агропідприємств щодо збалансування їх фінансового потенціалу, що включає: постановку місії, цілей та завдань функціонування агропромислових підприємств у контексті реалізації фінансової політики; формування функціональної складової забезпечення розвитку агропромислових підприємств; визначення сфери розповсюджень фінансових відносин у процесі формування фінансового потенціалу агропромислових підприємств; вибір фінансової політики збалансування фінансового потенціалу агропромислових підприємств; вибір інструментарію реалізації фінансової політики; реалізацію фінансової політики через виконання державних програм та інструментів підтримки з метою підтримки фінансового потенціалу агропідприємств; контроль процесу реалізації фінансової політики. Відзначено, що результативність представлених етапів можна оцінити на основі чотирьох блоків показників, що відображають рівень виконання планових показників розвитку агропідприємств та впливу на них зовнішніх чинників.
