The assessment examines the role of laws, provincial water acts, and judiciary decisions in shaping water policies. It reviews the functions of important organizations like the Indus River System Authority (IRSA) and the Water and Power Development Authority (WAPDA). Despite comprehensive regulations, practical legislative and administrative hurdles reduce their effectiveness.
