نحو إطار عمل لنمذجة معلومات المدن Towards a framework for City Information Modeling (CIM) for the transition towards smart and sustainable cities

تخضع مدن القرن الحادي والعشرين لعدد کبير من المشاکل المتعلقة بالنقل والسلامة العامة واستخدام الأراضي والإشغال والصرف الصحي وتوافر المياه وما إلى ذلک.، وبالتالي يواجه المخططون والمصممون والإداريون تحديات کبيرة في تخطيط وتصميم المدن وإدارتها ومراقبتها من أجل التعامل مع المتطلبات الحالية والمستقبلية لسکان المدن. ولذلک فمن الضروري تطوير نماذج جديدة بالإضافة إلى نظم المعلومات الجغرافية (GIS)، ونظم معلومات البناء (BIM) بحيث تکون قادرة على مواجهة التحديات المطروحة في هذا السياق، حيث يمکن استخدام التقنيات الحديثة لجعل إدارة المدينة أکثر کفاءة وفعالية وتحسين نوعية حياة السکان. وعليه يهدف البحث إلى وضع تصور لنموذج نمذجة معلومات المدينة (CIM) استنادًا إلى التحليل النقدي للأدبيات، حيث يهدف إلى مناقشة المفاهيم الحالية لنمذجة معلومات المدينة (CIM) ووضع إطار عمل لدمج نظم المعلومات الجغرافية (GIS) ونظم معلومات البناء (BIM) وتحقيق التکامل بينهما من خلال دراسة مخطط البيانات الخاص بالنظامين (IFC وCityGML) ومن ثم اختبار صحة الإطار من قبل صناع القرار من (المخططين والمصممين والاستشاريين)، بهدف تحقيق فوائد کبيرة للبناء الحضري وإدارة المدينة. Cities of 21 st Century encounter a lot of issues related to transportation, public safety, use of lands, occupation, sewage, availability of water, etc. Planners, designers and administrators face big challenges in planning, designing, managing and controlling cities in order to handle the existing and future requirements and needs of citizens. As such, it is important to develop new models along with Geographical Information Systems (GIS) and Building Information Modeling (BIM) so that cities can be able to face relevant challenges using such modern technologies to increase the efficiency of city governance and improve the life quality of citizens. Accordingly, the research aims at developing a model for City Information Modeling (CIM) based on the critical review of literature, discussing the current concepts of City Information Modeling (CIM) and developing a framework for the integration between Geographical Information Systems (GIS) and Building Information Modeling (BIM), through studying the data chart (CityGML & IFC), and then testing the validity of this framework by decision-makers (planners, designers and consultants) in order to achieve significant benefits for urban development and city governance.
