Análise da gestão de resíduos sólidos urbanos no Cariri Ocidental da Paraíba

Considering the relevance of the study of solid waste to the reality of basic sanitation, this dissertation aims to analyze the Solid Waste Management in the municipalities that constitute the Western Cariri region of Paraíba focusing on the forms of final disposal, the selective collection program, and the problems faced to comply with Federal Law No. 12,305, of August 2010, which institutes the National Solid Waste Policy. To this end, it analyzes parameters that measure, as specific objectives, make an environmental diagnosis on the management and management of solid waste in the municipalities of the Cariri Western Paraibano Region; verify the adequacy of the municipalities to the environmental legislation of Federal Law No. 12,305/2010; propose recommendations for the management of urban solid waste in the municipalities object of the research. Historically, the context in which solid waste management is inserted in Brazil has been characterized by the collection and removal from the vicinity of urban centers, without any environmental concern. There is a direct relationship between waste production and a country's economy, so that the higher the income, the greater the consumption and, generally, the greater the waste production. In the State of Paraíba, as in most Brazilian states in the municipal systems of urban waste management and cleaning, there are numerous weaknesses regarding the organization and provision of services, which include: fragmentation of activities related to solid waste between different sectors, what makes management control difficult; shortage of technically trained human resources, which makes planning difficult; low potential for attracting non-onerous or onerous financial resources, through government programs or credit lines; lack of policies and municipal laws, serious social problems, due to the presence of marginalized populations who live and survive in dumps.
