      8. selective in student admissions while realizing that a large number of its students will still be coming relatively unprepared; it needed to increase its educational expenditure without increasing its administrative costs (at least until such time as the total program is greatly enlarged); it needed to pay its accumulated operating obligations of some $450,000.00 and build up its sources of current support so that deficit spending can be stopped; it needed to make better use of its present buildings for instructional purposes, and to add a library to its buildings; it needed to look to its program of public relations in Egypt, the Middle East and America; it needed to add to its permanent endowment funds so that the program developments it may make by special efforts in the pres-ent years may be conserved and sustained indefinitely. In the process of accomplishing the above, the University had to determine whether or not its future location is to be at its present site in mid-town Cairo, at its ninety acre holding on the Pyramids road, or at both. In either case, the sale of part or all of one of the properties would more than liquidate its ac-cumulated operating indebtedness. The University had also to remember its policy of non-duplication in its development. For instance, it should not build an en-gineering school or a medical school, because such specialized work is already available in Beirut. It should not build an agricultural school because this is available in the Egyptian university system as well as at Beirut. It should re-main ready to redirect or reorganize its program whenever the Egyptian University in Cairo is ready and able to do better any particular thing which the American University may have initiated, and when the Egyptian University is able fully to satisfy the need of the Middle East at such points.
