In Part I – Introduction to evaluation and meta-evaluation, the assumptions of the topic in question are presented. The discussions that took place refer to the foundations of educational assessment and the definitions, concepts, uses and functions of this field of study are considered. It also brings a discussion about the role of public policy evaluation in political, economic, social and educational contexts. After understanding these fundamentals, definitions and discussions about meta-assessment are presented. Part II – Evaluating an educational policy presents a meta-evaluation of quota policies for black students and/or public school students in five state universities in Paraná state, Brasil. To contextualize the analysis, firstly, the debate on afirmative action is presented: influences, concepts, history and definitions, as well as the trajectory of afirmative action policies for access to higher education in Brazil. In the Conclusion, it is highlighted that an educational policy meta-evaluation does not intend to decide on the success or failure of the evaluations carried out or of the policy itself. On the contrary, it helps to investigate the strengths and weaknesses, contributing so that the observed weaknesses can serve as a driving force for the qualification of assessments.
