Precarização do trabalho docente : a contratualização de professoras e professores temporários na rede pública municipal de Pelotas/RS. ; Precariousness of the teaching work: the contractualization of temporary teachers in the municipal public system of Pelotas/RS.

Teaching work has undergone several changes, being the product of the new organization of capitalism, neoliberalism. The precariousness of the teaching profession is felt in different ways. Among them is the figure of temporary teachers, professionals who, even having the academic background to assume the teaching profession, face more degrading situations compared to their colleagues who are effective teachers. Temporary professionals do not have a series of labor rights and constantly live with the uncertainty of professional continuity. Thus, the present dissertation aims to analyze how temporary contracts precarious teaching work in the municipal public network of the city of Pelotas/RS. To achieve this objective, the work was organized in two methodological approaches, a quantitative and a qualitative way. The quantitative approach is based on data from the temporary teachers hired in the last seven years. The information was provided by the Municipal Secretariat of Education and Sport of Pelotas. The qualitative part was performed in two moments. First through a closed questionnaire directed to all temporary teachers of the network. And in the second moment, an open interview was held with six temporary teachers from Pelotas public school system. For data examination, content analysis was performed. As a result, it was observed that in the last seven years 556 temporary teachers were hired in the city of Pelotas. Of these, 298 will still be active by the beginning of 2020. All of these professionals work on an intensely precarious infrastructure, with lower salaries and part of their rights denied compared to their effective colleagues. In addition, the work of these professionals goes through a constant regulation by the secretary and a permanent uncertainty in the continuity of the work.
