نبذة مختصرة : Objective. To analyze the representation of migrants in public policy (PP) documents in Mexico in the context of the Covid-19 pandemic. Materials and methods. We use the analytical framework: “What is the problem represented?” for the discursive analysis of PP documents (migration and Covid-19) issued between March 2020 and February 2022. Results. Migrants are represented exclusively as people in transit, mobilizing in “caravans” and concentrated in shelters and migratory stations. Their “vulnerability” is emphasized, their agency capacities are not recognized, and shelters are proposed as the main site of the response. Conclusions. Discursive analysis serves as a tool to identify the way in which a problem is represented. In the case of migration, it is necessary to recognize the complexity of the phenomenon in the PP (health and migration) without making the different mobile groups invisible. ; Objetivo. Analizar la representación de los migrantes en documentos de políticas públicas (PP) en México en el marco de la pandemia de Covid-19. Material y métodos. Se utilizó el marco analítico “¿Cuál es el problema representado?” para el análisis discursivo de documentos de PP (migración y Covid-19) emitidos entre marzo de 2020 y febrero de 2022. Resultados. Los migrantes se representan como personas en tránsito, movilizándose en “caravanas” y concentrados en albergues y estaciones migratorias. Se enfatiza su “vulnerabilidad”, no se reconocen sus capacidades de agencia y se propone a los albergues como el sitio principal de la respuesta. Conclusiones. El análisis discursivo sirve como herramienta para identificar la forma en que se representa un problema y sus consecuencias. En el caso de la migración es necesario reconocer la complejidad del fenómeno en las PP (salud y migración) sin invisibilizar los diferentes grupos móviles.
