He informs that he is sending copies of two memoirs concerning the decree signed on November 12, 1922 that imposes fees on exports of cotton produced in national territory, which were proposed by the Chamber of Agriculture from Mexicali, B.C., and Mr. H.H. Clark, Manager of the Colorado River Land Company and that are enclosed in this too. He comments on the situation of cotton farmers. Gen. Abelardo L. Rodríguez informs Gen. Alvaro Obregón that available lands for the establishment of colonies (local small farms) are leased to the “Carusso & Co.”, which has sublet them to Asians (Chinese), situation that concerns the local farmers in the area. He asks for assistance and support to rescind the lease contract. Reply of acknowledgement and stating that the Secretariat of Agriculture has the instructions to find a way to abrogate the aforementioned contract.
