Perspectivas Teóricas e Metodológicas na Análise de Políticas Públicas: Abordagens Estadunidenses

      O presente artigo tem como objetivo apresentar e discutir teorias para análise de políticas públicas produzidas no contexto dos Estados Unidos, desde o surgimento do campo, nos anos 1950, até o presente. Para tanto consideramos dois momentos históricos: uma primeira fase, imediatamente posterior ao surgimento do campo e que se caracteriza por análises fundamentadas no cientificismo e no caráter estritamente técnico da área; e uma segunda fase, iniciada nos anos 1990, marcada por abordagens que rompem com as orientações teórico-metodológicas dominantes ao destacarem o papel das ideias, redes, comunidades e subsistemas, atores, interesses e instituições. Especial destaque é conferido às abordagens sintéticas: o modelo de Múltiplos Fluxos, modelo de Equilíbrio Pontuado e abordagem das Coalizões de Defesa. Outras abordagens recentes e promissoras para a investigação em políticas públicas também são apresentadas, como a abordagem Institucional, abordagens de Difusão e Inovação, teorias voltadas ao Desenho e Feedback de políticas públicas.
