Pelayanan Administrasi Kependudukan: studi pelayanan kartu tanda penduduk elektronik di Kabupaten Minahasa Propinsi Sulawesi Utara

The electronic KTP service, which is carried out by the local government of the Minahasa Regency, aims to guarantee the right of a person to obtain population administrative rights, document the population, and is important for public services and other sector development. Minahasa Regency is demographically and geographically more than other regencies / cities in North Sulawesi, directly adjacent to Manado City, and has high population mobility. This research uses a qualitative method with a narrative approach. The results of his research, the Government of the Minahasa Regency has various policies regarding the implementation of KTP-electronic services. There are supporting factors, including: aspects of the official organizational structure, the ability of the apparatus in the service, and the service system. Inhibiting factors are lack of availability of funds, completeness of equipment (facilities and infrastructure), level of awareness/community participation including the level of education, level of income, distance, usefulness/benefits, political will of policy makers, enforcement of sanctions, and lack of information.
