Management of the national security system in the context of military-political conflict ; Управління системою національної безпеки в умовах воєнно-політичного конфлікту

The beginning of the XXI century is characterized by a deep crisis of the system of international collective security, among a set of factors caused by the intensification of military-political conflicts of a new type, to identify which use the term "hybrid conflict". The peculiarity of these conflicts is the priority of the use of opponents of a wide range of non-military means of influence - economic, informational, environmental, social, political and others. Ukraine faces the most serious security challenge in all its years of independence and is a party to external aggression. The study reveals the features of theoretical and practical aspects of the formation of the system of national security and effective management in the context of military-political conflict. Comprehensive study of these issues in the field of public policy management to ensure national security. The state and development of the national security system are systematically and in detail analyzed, taking into account the international experience and perspectives of European and Euro-Atlantic choice of Ukraine. It is established that the main purpose of managing the national security system is to integrate the efforts of the individual, society and the state to realize national interests. The concept of "national security" in the context of managing this process is clarified; outlines the use of the term "national security system" through the dialectical unity of the components of this system (man-society-state) in space and time. The most important aspects of the management of the national security system in the context of military-political conflicts are highlighted. The regularities of military-political conflict development in the context of "hybrid" character are characterized.
