نبذة مختصرة : From the observance of the global and the experience in the global, this paper approaches the main transformations that occurred in the field of cultural identities, as well as the ruptures in the practical self-realization of the subjects inserted in these communicative contexts of life. The changes brought about in the conceptions of the ‘sovereignty’ of the States, in the rights of citizenship and in the nationality, characterize a modernity with growing dynamics of fears, hatred and ruptures, which affect the social ties of ‘solidarity’ and public models of democratic justification. Within to the critical theory of social thought, this paper proposes – through the Habermasian rational reconstruction method – to overcome the adversities of reifying political-social processes in the light of the possible emancipatory achievements of the present time. ; A partir da observância do global e a vivência no global, este artigo aborda as principais transformações ocorridas no campo das identidades culturais, bem como os abalos sistêmicos nas autorrelações práticas dos sujeitos inseridos nesses contextos comunicativos de vida. As modificações trazidas nas concepções tradicionais de ‘soberania’ dos Estados, nos direitos de cidadania e nos critérios fixos de nacionalidade, marcam uma modernidade com dinâmicas crescentes de medos, ódios e rupturas, que abalam, diretamente, a consolidação dos laços sociais de ‘solidariedade’ e os modelos públicos de justificação democrática. Com a utilização da teoria crítica do pensamento social, esse trabalho propõe – através do método da reconstrução racional habermasiano – superar as vicissitudes dos processos político-sociais reificantes à luz das possíveis realizações emancipatórias do tempo presente.
