Ocultar ou divulgar? Análise da Lei de acesso à informação nos portais do poder legislativo federal ; Hide or disclose? analysis of the information access law in the portals of federal legislative power

Trabalho de conclusão de curso (graduação) - Universidade Federal de Santa Maria, Centro de Ciências Sociais e Humanas, Curso de Direito, RS, 2014. ; The understanding of democracy is connected to the ability of individuals to participate in the process of adopting measures that affect their lives, directly or indirectly. In this democratic setting, it is undeniable that the Information and Communication Technologies (ICTs), especially the Internet, have brought cultural changes in society, affecting, directly, the governmental entities. The Information Access Law (IAL) tied up with ICTs represents a paradigm shift because it promotes a culture of transparency rather than the culture of secrecy. Inserted in this scenario of informational society and paradigms changes, this monograph analyzed the digital portals of Câmara dos Deputados (House of Representatives) and Senate in order to verify the effectiveness of the IAL in the Federal Legislative as a tool of social control and transparency from the Federal Legislative Power. We used deductive method with a theoretical framework grounded in Castells and Bobbio. The methods of procedure were monographic, documental and bibliographic research and the direct, objective and nonparticipant observation with the aid of a structured form. It was concluded that there is a provision of information but it was sprayed in the portals of the Federal Legislative Power. Besides, in a large part of analyzed items the topics that should be disclosed were not located in the IAL section, but in the Transparency link. ; A compreensão de democracia está atrelada à capacidade de os indivíduos participarem efetivamente do processo de adoção das medidas que atingem, direta ou indiretamente, suas vidas.
