İslâm iktisat düşüncesi açısından zekât kurumu ve ekonomik kalkınmadaki rolü ; The institution of zakat from Islamic economic thought and analysis of its role in economic development

İslam iktisat düşüncesinin şekillenmesinde önemli bir rol oynayan zekât, ekonomik kalkınma açısından da önemli bir kurumdur. Günümüzde ana akım iktisat anlayışının ve yerleşik kurumların, ekonomik geri kalmışlık ve yoksulluk gibi üstesinden gelmekte yeterince başarılı olamadığı kabul edilen birçok sosyoekonomik problemin çözümünde zekât kurumu çeşitli katkılar sunabilecek bir potansiyele sahiptir. Klasik fıkıh kaynaklarında zekât müessesesi daha çok mikro planda zekât verecek ve alacak kişiler bağlamında ele alınmış olsa da bu çalışmada zekât kurumu hem mikro hem de makro boyutta ele alınarak ekonomik gelişime etkisi üzerinde durulmaktadır. Zekât kurumu, yüzde 2.5’lik bir kısmı zenginlerden alırken, aynı zamanda yüzde 97.5’lik kısmın atıl kalmayıp yatırıma ve toplumsal menfaate kanalize edilmesinde önemli bir rol oynayabilmektedir. Aynı zamanda zekât kurumu, işlevselliğine bağlı olarak atıl olan sermayenin yatırıma yönelmesini temin ederek makro düzeyde ekonomik kalkınmaya olumlu etki edecektir. ; Zakat, which plays an important role in shaping Islamic economic thought, is also an important institution in terms of economic development. Today, the zakat institution has the potential to make various contributions to the solution of many socio-economic problems that are accepted that the mainstream economic understanding and established institutions are not successful enough to overcome such as economic backwardness and poverty. Although the institution of zakat in classical fiqh sources has been dealt with in the context of people who will give and receive zakat in the micro plan, this study focuses on the effect of zakat on economic development by considering both the micro and macro dimensions. The zakat institution can play an important role in channeling 97.5% of it to investment and social benefit, while 2.5 percent of it receives from the wealthy.
