Participação social em parcerias público- privadas: um estudo a partir do projeto monotrilho do subúrbio ferroviário de Salvador- Ba

This work of conclusion of the course had as object of research to study and to gather data about the contours of the social participation in the legal procedures foreseen for contracting public-private partnerships by the State of Bahia, verifying the effectiveness of this participation and the democratic character of the PPPs. It is a descriptive work, based on a case study, whose central objective is to understand how participation in the bidding procedure of the Monorail project of the Suburbia Ferroviário de Salvador-Ba was carried out, and to identify in the process any negative and positive points that may impact good development. of these spaces, indicating possible exits to overcome them. It is an exploratory approach, attentive to the peculiarities of the legal phenomenon and the specific case, arising from the social fact. Data collection took place through a bibliographic review of the subjects involved in the study, documentary analysis (minutes, reports) of the audience and public consultation promoted by the government within the framework of the project's bidding procedure, as well as observation and monitoring of technical meetings and workshops convened by the Public Ministry of the State of Bahia (MP-BA) to instruct the Civil Inquiry that investigated possible irregularities in the procedure and interviews with agents involved in the Suburbia PPP.
