      The author of the article, based on the understanding of the concept of civil society and the study of the experience and practices of Western democracies in solving environmental problems, is substantiating the dialectic of the relationship between the effective functioning of civil society and its institutions and the environmental policy of the state. The article suggests the statement that civil society, due to the active political and social participation of citizens, civilcontrol over the activities of state and regional authorities, attention of citizens to the protection of their rights and freedoms, civil responsibility for the future of future generations, in fact, performs a main function on the way to the creation of an effective environmental policy of the state. The author notes that an effective civil society in the political practice of stable democracies, taking into account specific historical, political, socio-economic and cultural conditions, acts as a favorable social environment and political basis for solving environmentalproblems. Beginning from the second half of the 20th century and to nowadays, environmental issues become the moral and value imperative that leads to the of socio-political convergence (convergence, cohesion, solidarity), and the key role in this process is played by public society itself. After all, in this context, another paradox and the specific essence of public society are revealed, which were noted by K. Popper and J. Alexander, namely effective protection of the interests of a specific citizen in a developed public society is possible only under the condition of the cooperation of the majority of citizens - "I demand protection from the state not only for myself, but also for others" (Popper) and "it (public society) is a dimension of social organization, rooted at the same time in radical individualization and uncompromising collectivism" (Alexander).
