نبذة مختصرة : Analisa-se neste artigo a evolução do desenvolvimento regional a partir do modelo de organização industrial estruturado em forma de Arranjo Produtivo Local (APL) entre firmas e outras instituições, com vistas a ampliar suas capacidades competitivas. Esse artigo baseia-se em um estudo de caso do APL de Turismo Rota da Amizade, localizado no Meio-Oeste do Estado de Santa Catarina, que foi realizado a partir de um trabalho de consultoria interna desenvolvido pelo autor nesta entidade, junto à cadeia regional produtiva do turismo. Utilizou-se também, de uma revisão bibliográfica contemplando a teoria do desenvolvimento econômico esteada no pensamento de Joseph Schumpeter (1911), tendo como foco a figura do empresário inovador, bem como, acerca do arranjo institucional decorrente deste APL, um dos elementos catalisadores do desenvolvimento do turismo e facilitador do desenvolvimento regional, e ainda de uma pesquisa documental junto ao APL. ; This paper analyzes the evolution of regional development from themodel of industrial organization structured like Local Productive Arrangement (LPA)among firms and other institutions, aimed at increasing their competitive abilities. Thisarticle is based on a case study of the Tourism LPA Rota da Amizade, implanted in thehalf west of the Santa Catarina State, carried through from a internal consultancy workundertaken in this entity, next the regional productive chain of tourism. The usedmethodology counted also of a literature review looking at the theory of economicdevelopment based in the Joseph Schumpeter’s thought (1911), focusing on the figureof the innovative entrepreneur, as well as, on the institutional arrangement of this LPAone of the catalytic elements of the tourism development and facilitator of the regionaldevelopment, and also, of a documentary research next to the Tourism LPA.
