Gestão das políticas públicas de lazer para a promoção da saúde: o que os gestores têm a nos ensinar?

Leisure is a social right provided for in the Federal Constitution and in health regulations as one of its determinants, and must be guaranteed by the State to the entire population through public policies. Managers of the Unified Health System (SUS) ensure that these policies are implemented in their municipalities and need to be imbued with such knowledge. The objective was to analyze the knowledge and performance of SUS managers regarding the management of public policies aimed at leisure for health promotion. This is a descriptive, transversal and qualitative research. Data were collected through an interview via the Google Meet platform, due to the pandemic we are experiencing, and the questions were based on an instrument with semi-structured questions and analyzed using Discursive Textual Analysis. The field of study was the 16 municipalities that make up the Regional Health Management Unit of Imperatriz, in the state of Maranhão. This dissertation was structured so that the qualified research project was initially presented and then 3 chapters, each corresponding to an article produced. In the first, the article “Theoretical Reflections on Leisure and Health Promotion in the Context of Public Policy Management” was presented, a bibliographical review about it. In the second chapter, thematic referring to the article “Importance of the Use of Health Indicators in Decision Making by SUS Managers”, the essential role that managers have was perceived, giving the first impressions of the lack of teaching through permanent education. The third article, entitled Management of Leisure Policies for Health Promotion, deepened this discussion based on the data collected from the SUS managers that are part of the sample, in which it was possible to observe the deficient knowledge of these managers about what is leisure, reflecting on a partial and limited view of its relationship with health promotion, and consequent performance below its real responsibilities in the management of public policies which do not really ...
