نبذة مختصرة : The article is supported by extensive research on social participation and public policies and a doctoral thesis on agroecology policy. The objective is to identify possibilities of constituting a public sphere in the dynamics of constituting this policy, above all, its institutional design and the Organic Production Commissions of Brazil's federated units (CPOrg/UF). The public sphere is defined based on Habermas, who admits consensus between different actors, through communicative action. Discussions regarding the reconstruction of the public sphere in Brazil are also incorporated. The methodological strategies consisted of: bibliographical and documentary research, searches on Brazil's Ministries, Presidency of the Republic websites and analysis of legal frameworks, according to bibliographical references at the end of this article. In addition, interviews were carried out with social and state actors who are members of the organic production commission as representatives of the State and civil society, highlighting also the observations that were made at agroecological fairs of family producers (in person, between 2017 and 2019 and later online) in two metropolitan regions in the Northeast of the country, one of which is located in the semi-arid region. It is concluded that the institutional design of the policy under discussion and the (CPOrg/UF) signal the constitution of a public sphere that has been constituting itself since the antecedents of this policy, as collective actors mobilize and organize themselves to oppose the so-called “green revolution”, claiming the governmental agenda and participating in the social control of this policy through instances such as these commissions. ; Resumo: O artigo tem suporte em ampla pesquisa sobre participação social e políticas públicas e em tese de doutoramento sobre a política de agroecologia.
