The article is devoted to the theoretical analysis of the legislation of the EU and the USA on the organization of interagency cooperation in the law enforcement sector on the use of preliminary data of person’s registration. The article covers: the general scheme of exchange of Advance Passenger Information (hereinafter referred to as API data) and Passenger Name Record (hereinafter referred to as PNR data); PNR data of the booking system collected by air carriers; methods of transferring PNR data («pull», «push»). Attention has been focused on: the importance of the United Nations (hereinafter referred to as the UN) influence on the implementation of the API/PNR information exchange process; a number of requirements for the protection of personal data that must be met by all states receiving PNR data; the possibility of using API/PNR information by the relevant competent authorities solely for the purpose of preventing serious crimes (the list of serious crimes has been indicated); the peculiarities of obtaining API/PNR information in the legislation of the EU and the USA. It has been noted that in the Republic of Lithuania there is a special unit responsible for providing API/PNR data, the need to obtain such data must be indicated in the relevant request; in Sweden, a special unit for processing registered passenger data operates under the Police Service, and the Ombudsman for Personal Data Protection has access to all information; The United States has a targeting system (a system of risk analysis and assessment) for objects that are subject to priority control; in the US law enforcement sector, all possible threats are assessed at three levels (within the country, directly at the state border, and in embassy and consular offices); the United States has a single national database with detailed information on persons staying in the country with the possibility of granting varying degrees of access to each representative of the relevant agency or structure. ; Статтю присвячено теоретичному аналізу ...
