      Education is a complex process of culture´s perpetuation and values’ transmission which a society chooses to transfer to their future generations. More than an individual process, education is a collective process and part of the State's strategic interests, expecting therefore, among others purposes, to reach the development. The desired development in a Social and Democratic State of Law is not only economic, but also multifaceted, which must strive for social development in order to abide the Republic´s fundamental objectives. In this scenario, both technical and technological education in nowadays society are challengeable and desirable issues. Challengeable because since its inception, inside historical evolution, it was relegated to the education of a second-class workers and their children, although to the elite was destined the highest levels of education. Desirable because the industrial development and the necessity of transformation of relationships with tecnology and tecnological innovations depend on a technical education, which should be, at the same time, emancipatory and capable to keep students on studying levels. The education option should always be turned to expand citizens acess and do not promote exclusion. Moreover, in this direction, it´ll be discussed the role of public policies in ensure the right to education and professional training for the work demands as well as it confronts the current environment with the existing juridical knowledge and the policies already been gestated and generated. It must be observed on that account the education levels and the possibilities that present themselves, such as the PRONATEC and Win Program in the State of São Paulo ». At last, the thesis still comprehends the procedural method of literature review in the juridical, educational and the social science fields, as well as an analysis of official government statistics, qualitatively, which embrace, as a whole, the hypothetical -deductive method and history of conjugated forms. ; L'educazione è un ...
