In addition, some studies have recently captured rising concerns from the younger generation of the Korean police officers that they do not consider they are fairly treated by the organization. Despite a growing demand for higher and better responsiveness to the publics needs in policing, very few Korean literature have conceptualized responsiveness and examined the impacts of influencing factors thereon in the context of police, let alone public sector, primarily due to the complexity of the concept itself. Against this backdrop, this study draws on organizational justice theory to explore the impact of police officers perceived organizational justice on their responsiveness to the needs of the public. In addition, this study illuminates the relatively overlooked aspect of trust relationship between police and the public by looking into the moderating effect of police officers trust in citizens on the relationship between perceived organizational justice and responsiveness. A survey was created to measure police officers responsiveness, perception of three types of organizational justice—distributive, procedural, and interactional justice—and trust in citizens, and this study used its data collected from 101 police officers in Seoul, South Korea. Main findings of this study are as follows: Firstly, perceived distributive justice is positively associated with responsiveness (p<.01), whereas perceived procedural and interactional justice show negative impacts which were not statistically significant. Secondly, the study found that the police officers who had greater trust in citizens complete tasks in a way more responsive towards the needs of the public (p<.01).
