PELAKSANAAN PEMATIAN IKAN BERDASARKAN KETENTUAN PASAL 13 PERATURAN MENTERIKELAUTAN DAN PERIKANAN NOMOR 6/PERMEN-KP/2020 TENTANG PENYELENGGARAANKESEJAHTERAAN IKAN BUDIDAYA (STUDI PADA PT. HARMONI SUMBER REZEKI)

Along with the times, the utilization of fish resources is not only done by catching fish from the wild but can also be done by cultivating fish. One aspect that must be met in fish farming is the fulfillment of the welfare of cultured fish. This study aims to determine the implementation of the provisions of Article 13 of the Regulation of the Minister of Maritime Affairs and Fisheries Number 6 / PERMEN-KP / 2020 concerning the Implementation of Fish Welfare in Fish Farming has not been fully implemented by PT Harmoni Sumber Rezeki in Sungai Raya Islands District, Bengkayang Regency. This research method is empirical legal research, namely field research with a type of sociological juridical approach. This research aims to obtain legal knowledge empirically by going directly to the object. The author uses a statutory approach and a conceptual approach. Data collection techniques in this research through the author will use semi-structured interview techniques. The results of this research will be analyzed descriptively. The results of the study found that (1) The obstacles faced by business actors implementing the provisions of fish mortality include financial constraints, lack of knowledge and skills, non-compliance with regulations, limited access to technology and innovation, market demands, changes in consumer behavior. (2) Forms of efforts made by other business actors in the fisheries sector to implement the provisions of fish mortality include increasing knowledge, using improvised equipment and expecting socialization, guidance from the Government.
