      The present financing system for health care in the United States is characterized as inflationary, unfair, and wasteful. An alternative strategy is proposed in which everyone not covered by some public program would be enabled to buy affordable medical coverage, either through their employers or through a "public sponsor." Collective agents would contract with competing health plans and manage a process of informed, cost-conscious consumer choice that rewards providers who deliver high-quality care economically.
