Siyasi Rejimler ve Kamuoyu ; Political Regimes and Public Opinion

Ancak kamuoyu siyasal rejimlerin özelliklerine göre fai'klı nitelikler kazanmakta, ülkenin siyasal yapısı, yöneten-yönetilen ilişkisi, iletişim araçlarının kullanım ve kontrolü, ülkenin sahip olduğu çeşitli özellikler kamuoyunun oluşma şeklini belirleyen bazı etkenlerdir. Bu çalışmada otoriter, totaliter ve demokratik rejimlerde kamuoyunun oluşumu, işlevleri ve önemi ele alınmaktadır. ; The existence of public opinion is accepted in any political regime, democratic or undemocratic. But public opinion shows various qualities according to the political regime's specifications. Among the factors which define the formation pattern of the public opinion in a certain country a-re political structure of the country, relationship between the goverment and the public, use and control of the nıass media and unique qualities of the country. In this study the formation, functions and the importance of public opinion in the authoritian, totalitarian and democratic regimes are exaınined.
