About the local security policies for the youth ; Artigo: Sobre as políticas locais de segurança para os jovens

The youngsters recognized as a moving social category must be references of local public politics of security. For that purpose, security must be conceived as an expression of the mobilization of groups and active communities within the civil society. The conception of an active community emerged in the year 2000, during a massive youth meeting in Naples, Italy, and is, at the present, an international paradigm for the state and non-governmental public practices formularizations of recognition of the youngsters for their abilities. Researches and theoretical discussions carried through within Brazilian institutions and the Catalan Youth Observatory illuminate this new paradigm. Key words: politics of youth; public politics of security; active communities. ; Os jovens reconhecidos como categoria social em movimento devem ser referências de políticas públicas locais de segurança. Para isso, a segurança deve ser concebida como expressão da mobilização de grupos e comunidades ativas no interior da sociedade civil. A concepção de comunidade ativa emergiu no ano de 2000, num encontro maciço de juventude em Nápoles, Itália, e é, hoje, paradigma internacional de formulações de práticas públicas, estatais e não-governamentais, de reconhecimento dos jovens a partir de suas capacidades. Pesquisas e discussões teóricas realizadas no âmbito de institutos brasileiros e do Observatório Catalão da Juventude iluminam esse novo paradigma.
