نبذة مختصرة : Plantations are one way to connect farmers with the national and international economy, and provide financial benefits and bring new economic opportunities for society to create the goal of the 1945 Constitution, namely advancing general welfare, therefore the government has the power to control and utilize all natural resources. in Indonesia as a way to improve the welfare of the Indonesian people, therefore the development of the real sector is something that the government must do to reduce the level of unemployment and poverty, several real sectors that have a large contribution, namely agriculture, trade and manufacturing industry. The method used in this research is an empirical method by collecting primary data in the form of interviews. In this research, the author uses the Empirical method, which is a legal research method that is observed in the form of speech, writing, and/or behavior that can be observed from an individual, group, society, and/or a particular organization which is studied from a complete point of view, with a descriptive approach, namely by describing and analyzing based on existing facts or data collected as they were at the time this research was conducted. The results of the analysis from this research are between the Jantayu Bird Cooperative and PT. Putra Indotropical carries out partnership cooperation in which there are obligations from PT. Putra Indotropical to transfer oil palm plantations to the Burung Jantayu Cooperative. It turns out that after 4 (four) years PT. Putra Indotropical did not transfer the oil palm plantation to the Burung Jantayu Cooperative. That the factors that caused PT. Putra Indotropical did not transfer plasma oil palm plantations to plasma farmers because there was no supervision fro `m the local government regarding the fulfillment of technical standards for plasma plantations which should be handed over to plasma farmers. The legal consequences received by PT. Putra Indotropical is in the form of pressure and reporting from plasma farmers. ...
