      Acompanha produção técnica: Avaliação de desempenho: proposta de instrumento para técnicos-administrativos de universidades federais ; The Performance Assessment is a People Management practice used with the aim of subsidizing organizational development. The present study aims to propose an appropriate evaluation instrument for administrative technicians at federal universities. To this end, it sought to analyze how Brazilian federal universities evaluate their servers, presenting a comparison between the results of the systematic literature review and the practice experienced by the universities. The research has a descriptive qualitative character, and was developed from the documental analysis of the performance evaluation instruments of technical-administrative servants of fifteen Brazilian federal universities, using the Iramuteq software as an analysis instrument. The results showed that all the universities surveyed use relationships and communication as a point of scoring, and that evaluation at universities is based much more on behavioral aspects, which are subjective factors, which is a characteristic that appears as one of the weaknesses of the evaluation systems in public administration. When observing the complete evaluation system of universities, it was possible to find the precepts of 360º or multisource evaluation. As an innovative factor in the proposal, the inclusion of Organizational Citizenship Behavior as an evaluation item stands out, since the concept appeared in the results of the Systematic Review as an impact factor on the performance of public servants. ; A Avaliação de Desempenho é uma prática de Gestão de Pessoas utilizada com o intuito de subsidiar o desenvolvimento organizacional.
