Inovação dos Ministérios Públicos Estaduais brasileiros com ênfase no Rio Grande do Norte

This work aims to analyze the institution of innovation laboratories within the scope of the Brazilian State Public Ministry. In pursuit of this objective, after characterizing the existing laboratories in Brazil, an analysis was carried out of the innovation laboratory of the Public Ministry of Rio Grande do Norte, aiming to define it according to a bibliographical review of the main concepts about innovation laboratories in the sector public. Furthermore, to analyze a laboratory in its first years of existence, data was crossed using a case study technique, using observation and interview techniques to collect data in the laboratory. As a result, it was observed that over the years 2018 to 2022, 8 innovation laboratories officially established within the scope of the State Public Ministry emerged in Brazil, representing 30.7% of laboratories in a total of 26 Public Ministries. It was also observed that the institution of innovation laboratories is followed by facilitating environmental antecedents related to regulatory aspects and the fact that innovation is being widely discussed within the scope of MPs. Furthermore, with research in the MPRN laboratory, it was possible to identify individual facilitating aspects. Regarding the degree of innovation practiced, it was observed that, in the official creation of laboratories, the designated innovation attributions are at the experimental or radical level. Regarding the activities developed in the first years, it is possible to see that laboratories develop innovation activities in Administrative and also Conceptual Processes, aiming to foster a culture of innovation in the Institution.
